Masterplan will transform town

Initiatives include revised traffic arrangements including one way systems, car parking, development opportunity sitea and benefits, bus services and park and ride facilities.

Traffic congestion issues, planning applications within the masterplan footprint will also be scrutinised.

A meeting of the Council’s Development Committee heard representatives from the Department of Social Development to give an overview of consultation results, vision and regeneration objectives.

The Key components of the Masterplan are:

1.Streetscape improvements and re-configuration of road space;

2.“Linenhall Quarter” – finding a long term development solution for the opportunity site;

3.“Eastern Quarter” – identifying acceptable and viable proposals for the backlands.

4.“Western Quarter” – testing current assumptions and devising a “best fit scheme”;

5.The development of a new transport interchange (all modes, but focused on bus and train)

6.The creation of a new civic space on High Street.

The committee which has full council powers discussed a copy of the draft action plan setting out the proposals and recommended that the Plan, including implementation arrangements be approved.

Key to the regeneration of Ballymoney Town Centre is the management of the Masterplan delivery process. This will require input from a number of public sector organizations and a co-ordinated yet flexible approach to ensure individual projects and aspirations can be achieved. It is recommended that a Town Plan Team, led by Council, to include key stakeholders, take ownership of the Masterplan, acting as the driving force, overseeing the implementation of the Masterplan.

It was proposed by Councillor Stevenson, seconded by Councillor Cavlan and AGREED to recommend that the Action Plan be approved and that a Town Planning Team, led by Council and to include key stakeholders, take ownership of the Masterplan, to oversee its implementation.

Meanwhile, the council have been informed that funding is being sought for a revitalisation scheme tu upgrade properties on Main Street, including Castlecroft.

Business surveys and user surveys had been undertaken to determine interest in the project.

If dungind becomes available formal applications will be sought from eligible businesses.

Four representatives from the trading community in the designated area will serve on a steering group following consultations with the Chamber of Commerce.
